Abstract
Based on the policy background of"dual qualifications,"in view of the lack of clarity on the mode of the consortium EPC project and the safety responsibilities of the members in domestic laws and regulations,the differences between the consortium and the joint venture are compared and analyzed.The three consortium models are proposed,tight type,partnership type and loose type as well as their typical consortium EPC project organizational structures.The unique safety risks and safety responsibilities of consortium EPC projects are analyzed.Combining with the practice of power engineering general contracting projects of recent years,the safety management modes,applicable situations,management points and advantages and disadvantages of different types of consortium EPC projects are summarized.关键词
