小区党建:基层治理的引领OA
Community Party Building:Party Building Leading Grassroots Governance
小区是基层社会的基础单元,其中涉及复杂的利益关系.近年来随着基层社会组织结构和生产方式的不断变化,人民对提高小区治理水平的呼声不断增强.小区党建作为党建引领基层治理的新探索,适应了现实之需,体现了主体之责,充当了治理之钥.以上虞区的小区党建实践为例,党组织可以通过治理、组织、制度的维度嵌入小区治理并发挥作用,但这一路径也有待根据现实情况作进一步的优化.现阶段探索以党建引领小区治理,有利于提高基层党建水平、创新基层治理方式,进一步推动国家治理体系与治理能力现代化.
