"三链融合"视角下京津冀人才政策评价与优化
Research on the Talent Policies in the Beijing-Tianjin-Hebei Region from the Perspective of"Three-Chain Integration"

Abstract
The deep integration of the innovation chain,industrial chain,and talent chain is the only way to promote high-quality coor-dinated development of the Beijing-Tianjin-Hebei region.The talent policies issued by Beijing,Tianjin,and Hebei during 2014-2022 were systematically sorted out,and the word frequency analysis tool ROSTCM 6.0 was applied to evaluate the compatibility between the talent policies of the three places and the talent development positioning of the Beijing-Tianjin-Hebei region,to evaluate whether the talent policy objectives were consistent with the coordinated development positioning of the three places.The content analysis meth-od and the synergy degree measurement model are used to evaluate the synergy between innovation,industry,and talent.The results show that the coordination degree of talent policy,innovation policy,and industrial policy is still in the medium synergy degree range.Given the mismatch between talent policy and innovation and industrial policy,the talent policy system should be improved by centering on the demand for"three-chain integration".Promote the coordination of talent policy tools in demand,supply,and environment.Ex-plore the policy linkage wisdom model of cooperation online for policy formulation,communication by the network for government serv-ices and sharing the talent data,and put forward suggestions on improving existing talent policies to provide policy guarantee for the in-tegrated development of the three chains.关键词
