Abstract
The smooth realization of the"dual carbon"goals is inseparable from the strong guarantee of the legislation of renewable en-ergy.At present,China's legislation of renewable energy has the problem of insufficient coordination in policy tools and institutional supply.Guided by the"dual carbon"goal,at the level of policy tools,the two types of policy tools should play a synergistic role in promoting competition exploration,supervising competition process and rescuing competition failures in special fields.At the level of institutional supply,it is necessary to promote the planning coordination between fossil energy and renewable energy,as well as be-tween different types of renewable energy,promote the coordination of consumption obligations among power grid enterprises,power generation enterprises and government entities,and promote the coordination of regional legal implementation of total target system,planning system and grid-connected system.关键词
