新加坡与上海的公共交通服务水平在世界领先,而现有研究多关注规划与营运技术对公交发展的影响.文章从两地社会背景特征入手,探讨两地共有文化价值观对公交运营规制及个体出行需求管理的影响.文献研究整理比较两地交通发展史与机构沿革表明,除了社会利益优先、精英政府主导和多元动态治理三个文化价值观对两地推行公交优先并引导个体机动出行需求有着重要作用以外,两地长期积累的社会文化价值对城市交通发展建设也有重要影响.因此,了解地方社会文化差异对知识交流与城市发展有重要作用.

Singapore and Shanghai have been acknowledged for their high-quality public transport services.Most studies focus on the technological factors contributing to their success.This paper,instead,highlights the social and cultural factors in the evolution of public transport institutions and the management of urban mobility.Through literature review and comparative studies,this paper claims that prioritizing public interests,promoting meritocracy,and dynamic governance are three key cultural values shared by Singapore and Shanghai.They fundamentally impact the formation of the two cities'transport strategies.This result underscores that the social and cultural legacies inherited from the past still determine the city's future.Acknowledging the differences in the social context is critical to successful knowledge communication and urban development.
