The Achievements and Development Strategies for Shanghai to Construct International Center for Technology and Innovation

Abstract
Accelerating the establishment of an international center for technology and innovation with global influence is an important support for building a strong scientific and technological nation.Firstly,this article summarizes the main achievements of the current construction of Shanghai International Center for Technology and Innovation,analyzes the main problems and challenges faced in continuing to promote the construction of an international center for technology and innovation under the new situation.The study shows that the construction of Shanghai International Center for Technology and Innovation has been advancing rapidly since 2014.Significant achievements have been made in,for example increasing R&D investment,enhancing the capacity for innovation,achieving breakthroughs in core technologies in key fields,creating an innovative ecosystem,and optimizing the governance system.However,challenges remain,such as its influence not yet being globally leading,a lack of top-notch research institutions and elite scientific talent,a small number of leading enterprises,and an urgent need to enhance the function of innovation network hubs.Based on the theory of innovation ecosystems,further development approaches and countermeasures for the future construction of Shanghai International Center for Technology and Innovation are proposed:to create a number of globally competitive innovation clusters,promote the deeper integration of the innovation,industrial,capital,and talent chains,and create an innovation environment with minimal interference,strong services,and prudent regulation.关键词
