Construction and Evaluation of Regional Talent Innovation Index

Abstract
Innovative talents are the core elements for the Chinese nation to win international competition.To objectively and scientifically evaluate the level of urban talent innovation development is of great significance to the enhancement of the city's scientific and technological innovation capability.On the basis of determining the conceptual connotation of talent innovation index,this study builds a talent innovation index evaluation index system from three dimensions of innovation foundation,innovation input and innovation output,and carries out a comprehensive analysis and evaluation of the level of innovation development of talents in Guangdong-Hong Kong-Macao Greater Bay Area from 2011 to 2021.The results show that,firstly,the talent innovation index of the Guangdong-Hong Kong-Macao Greater Bay Area has improved year by year from 2011 to 2021,and the development trend is good;secondly,the heterogeneity of the talent innovation development level among the cities in the Guangdong-Hong Kong-Macao Greater Bay Area is significant,and the center effect is more obvious.Based on the results of the index evaluation,talent strategies should be formulated around talent scale,talent flow and talent output to enhance the city's innovation capability.关键词
