Discussion on Governance System for Talent Development
摘要
Abstract
Since 2016,the central government has put forward the important concept of talent development governance system in the field of talent work,reflecting a significant transformation in China's talent development governance concept,authority,rules,operational mechanisms,and performance achievements.From the theoretical context,policy development,and work practice of the talent development governance system,China's talent development governance in the new era has gone through four stages,including management-based governance,holistic governance,coordinated governance,and comprehensive governance.In the context of implementing the strategy of strengthening the country through talent development,various regions have actively carried out the practical exploration of talent governance,improved the core governance framework of Party managed talents,transferred the space for talent development governance to employers,attracted social forces to participate in talent development governance,transferred the right to choose talent and set talent criteria to key regions and institutions,and obtained many beneficial experiences.Facing the future,promoting the optimization and upgrading of the talent development governance system requires in-depth research on various key issues,including the background logic,theoretical basis and academic framework of the talent development governance system,major issues faced,practical needs,basic institutions and operational mechanisms.关键词
