在极端天气常态化的背景下,流域应具有承受、化解和抵御洪涝和干旱灾害的韧性.分析了海河"23·7"流域性特大洪水的特点,在此基础上,阐述了此次洪水过程中永定河流域综合治理各项措施发挥的作用、存在的问题,按照建设韧性流域的要求,对提升永定河流域防洪能力提出建议.

In the context of the normalization of extreme weather events,river basins must exhibit resilience to withstand,mitigate,and resist flood and drought disasters.Based on analysis of the characteristics of the"23·7"catastrophic flood in the Haihe River Basin,this study elucidates the roles played by various measures in the comprehensive governance of the Yongding River Basin and existing problems during the flood process.Following the requirements for building a resilient basin,the study proposes suggestions to enhance the flood control capacity of the Yongding River Basin.
