[目的/意义]高校智库是中国特色新型智库建设的重要力量,探索高校智库参与公共政策议程设置的有效性具有重要的理论价值与实践意义.[方法/过程]以内参模式和外压模式为基础,梳理了高校智库参与公共政策议程设置有效性的影响因素,构建了系统动力学模型,并验证了该模型的适用性,开展了单一变量和组合变量对公共政策议程形成数量影响的模拟仿真.[结果/结论]高校智库参与情境下的公共政策议程形成数量受到智脑水平、资金和传播交流能力 3 个层面的 9 个因素的影响.其中,既包括智库专家数量、人才队伍的专业结构、社会捐赠资金等单一因素,也包括智库自身平台宣传水平、协作程度等组合因素.最后,本文对提升高校智库参与公共政策议程设置的有效性提出了建议.

[Purpose/significance]University think tanks are an important force in the construction of new think tanks with Chinese characteristics.It's of great theoretical value and practical significance to explore the effectiveness of university think tanks'participation in setting the public policy agenda.[Methods/process]Based on the internal participation model and external pressure model,the paper analyzes the influencing factors of the effectiveness of university think tanks'participation in setting the public policy agenda,built a system dynamics model and verifies its applicability,and carries out simulation of the quantitative impact of single variable and combined variables on the formation of public policy agenda.[Results/conclusion]The quantity of public policy agenda formed under the participation of university think tanks is affected by 9 factors across three levels:intellectual capacity,funding,and communication ability.These factors include both single factors such as the number of experts in the think tank,the professional structure of the talent team,and social donation funds,and combined factors such as the publicity level of the think tank's own platform and the degree of collaboration.Finally,this paper puts forward countermeasures and suggestions to improve the effectiveness of university think tanks'participation in setting public policy agenda.
