Policy Innovation and Diffusion Mechanism and Enlightenment of Modern Public Cultural Service System Construction
摘要
Abstract
[Purpose/significance]Quantitatively studying the innovation diffusion behavior of public cul-tural service policies and exploring its internal innovation diffusion mechanism is crucial for providing empirical data and a scientific foundation for the construction of a modern public cultural service system.[Method/process]Based on the theory of diffusion of policy innovation,this paper focuses on the public cultural service policies implemented by the Party and the state since 2005.Representative policies are examined as research cases,and various dimensions such as intensity,breadth,speed and direction are analyzed.The analysis also encompasses the behavioral phenomenon,process characteristics and morphological pattrens,aming to investigate the mechanism behind the innovation and diffusion of public cultural service policy.[Result/conclusion]The findings reveal that while the robust policies enforced by the central government drive the innovation and diffusion of public cultural service policies,they inadvertently hamper the innovation vigor of local public cultural service policies.The pri-mary directions of innovation diffusion of public cultural service policies predominantly involve parallel diffusion and downward diffusion,characterized by both vertical and"S"patterns.The innovation and diffusion of public cultural service policies reflects the iterative upgrading of policy goals and concepts,and promotes the construc-tion of public cultural service system to embark on a new journey of"high quality,balance and modernization".Accordingly,this paper proposes insightful recommendations in three aspects:Policy-led demonstration,policy convergence optimization,and policy localization innovation practice.关键词
