Abstract
This paper delves into the high-quality development levels of China's high-tech in-dustries,with a particular focus on regional disparities,impediments,and their temporal and spa-tial evolution.Against the backdrop of a global technological revolution and industrial transfor-mation,high-tech industries play a crucial role in China's economic growth,international influ-ence,innovation,technological advancement,and national security.However,China's high-tech industries face challenges such as insufficient innovation capabilities,reliance on external core technologies,and uneven regional development.Current academic research on the high-quality development of China's high-tech industries primarily concentrates on development pathways and efficiency assessments,yet offers an incomplete reflection on the comprehensive evaluations of high-tech industries,particularly lacking in targeted regional studies and considerations of en-vironmental and social impacts.To more comprehensively assess the high-quality development level of provincial high-tech industries in China,this paper,based on the five development con-cepts of innovation,coordination,green,openness,and sharing,in conjunction with industrial scale,constructs an integrated evaluation system.This system encompasses multiple dimensions including innovation,openness,coordination,green development,sharing,and scale,thoroughly reflecting the high-quality development level of high-tech industries,covering aspects such as technological innovation,international cooperation,internal industry balance,socio-economic impacts,environmental governance,infrastructure sharing,and industrial scale.Furthermore,the paper distinguishes between specialized agglomeration,diversified agglomeration,and com-petitive agglomeration as the types of industrial clustering,providing new perspectives for under-standing the characteristics and demands of high-tech industries and contributing to industrial development theory.Methodologically,the study employs the entropy weight TOPSIS method to measure the development level of provincial high-tech industries and uses obstacle factor diag-nosis models,the Dagum Gini coefficient,and Markov chains to analyze the impediments to in-dustrial development and their temporal and spatial evolution.The results show that from 2014 to 2016,the high-quality development level of China's high-tech industries showed a declining trend,stabilizing after 2017.The eastern region has led the development level of high-tech in-dustries,with Guangdong Province ranking first,followed by eastern provinces such as Beijing,Jiangsu,Zhejiang,and Shanghai.In contrast,the development levels in the western and north-eastern regions are weaker,highlighting regional disparities.Specialized agglomeration,diversi-fied agglomeration,and competitive agglomeration rank among the top impediments to high-quality development in high-tech industries,indicating that industrial clustering does not auto-matically translate into high-quality development under all circumstances.Spatial disparities primarily arise from differences between the four major regions,with inter-group differences and hyperbolic density being the main sources of overall disparity.The development level of high-tech industries exhibits a club convergence phenomenon,where,under the spatial spillover ef-fect,the development levels of mid-low,mid-high,and high types are prone to"grade locking".In summary,this paper provides a comprehensive analysis of the current status,existing prob-lems,and temporal and spatial evolution of high-quality development in China's high-tech in-dustries,offering theoretical support and policy guidance for the high-quality development of high-tech industries in China.关键词
