摘要

Abstract

At present stage,the dominating orientation of teaching staff construction is focusing on the establishment of"dual-qualified"teaching staff in higher vocational colleges,which could serve as the guarantee of teaching quality.Efficacy of screening and identification of"dual-qualified"teaching staff is closely related to the interests of all the parties such as the professional development of teachers in the frontline,construction of teaching staff at the level of colleges and performance of educational reformation of the local government.In brief,documents concerning assessing criteria,target population and mechanisms derive from 68 higher vocational colleges for"dual-qualified"teacher certification are analyzed via NVivo Software together with practical working experience under the analytical framework of multiple institutional logic.Analysis has found that there are a series of problems in the certification indicators,identification system and identification results of"dual-qualified"teachers in higher vocational colleges.In response to these issues,the specific reform paths are to strengthen the common value orientation of the institutional logic of all subjects,prioritize teacher ethics,implement the fundamental task of cultivating virtue and talents,build a recognition system that integrates the institutional logic of all subjects,strengthen supervision and evaluation mechanisms,and improve incentive policies.
