摘要

Abstract

Digital tools are based on digital concepts,rely on digital platforms,and use digital forms as carriers,including performance management processes such as digital performance goal setting,controllable digital execution methods,digital result goal evaluation,and digital platform performance communication and feedback.Widely applying digital technology to government governance and utilizing digital tools to achieve digital,systematic,and standardized performance evaluation can effectively promote the construction of digital government and provide guarantees for the improvement of government governance capabilities.This paper takes the implementation and reform of government performance management of Hailin City as a case study,summarizes the application characteristics of performance management assessment tools at different stages,analyzes the problems in government performance management under the background of digitalization,and proposes the four dimensions of embedding digital tools into the balanced scorecard to better improve the digital performance management business process of the public sector,truly promote the comprehensive digital transformation of the government,and promote the implementation of digital China and network power strategies.
