Abstract
Talent introduction policies are an action guide for urban industrial transformation and economic growth.The evaluation and analysis of relevant policy texts can provide reference for the formulation,adjustment,and improvement of talent policies.This paper selects 50 talent introduction policy texts issued by typical cities such as Wuhan and Jinan in the past two decades,constructs a"Policy Structure-Policy Tool-Policy Effectiveness"3D evaluation framework,and uses content analysis,text mining,and PMC index model for quantitative evaluation.The research has found that the cooperation network of urban talent introduction policy entities exhibit characteristics of core aggregation,edge scattering,and uneven distribution of policy types;policy tools exhibit characteristics of more emphasis on supply and environmental types than on demand type,and imbalanced internal structure;the limitations in various dimensions of policy texts limit the effective implementation of policy effectiveness.Therefore,in order to further enhance the ability of urban talent introduction,it is necessary to strengthen the coordination and cooperation among policy entities,enhance the use of demand type policy tools,and comprehensively enhance policy effectiveness.关键词
