危险化学品企业双重预防机制数字化建设研究
Research on Digital Construction of Dual Prevention Mechanism in Hazardous Chemical Enterprises

Abstract
In order to solve the outstanding problems such as inadequate risk analysis of hazardous chemi-cal enterprises and difficult traceability of hidden danger investigation and management,the causes of large and above accidents in the chemical industry in the past decade were analyzed,and the digital con-struction of dual prevention mechanism for hazardous chemical enterprises based on the most serious acci-dent control was proposed.From the five aspects of having a scientific and perfect work promotion mecha-nism,having a comprehensive coverage of risk classi-fication control measures,having a clear responsibili-ty for hidden danger investigation and management system,having an information system that integrated online and offline,and having an incentive and re-straint mechanism with clear rewards and punish-ments,the"five having"standards were given,and the construction of a double prevention mechanism was realized by digital means.The risk control meas-ures were transformed into hidden danger investigation content,the security risk list and hidden danger inves-tigation content table were established,and the basic work of the dual prevention mechanism was done well,so as to realize the organic integration of risk hierar-chical management and control and hidden danger in-vestigation and management.Practice showed that this method can improve the level of risk control and hid-den danger investigation and management of hazardous chemical enterprises,and help the digital transforma-tion of enterprise security management.关键词
