特种设备多元共治模式的探索
Establishment of Gridded Supervision Mode of Special Equipment Based on Pluralistic Co-governance
摘要
Abstract
In order to break the monolithic of the main body of special equipment safety supervision,taking the reform of"put in place"as an opportunity,and taking pluralistic co-governance as a starting point,this article expounds the responsibilities of six major subjects:enterprises,local governments,regulatory departments,inspection agencies,industry associations,and the public.It also proposes to establish a pluralistic co-governance model for special equipment that is compatible with the modernization of national governance system and governance capacity.It also proposes to establish a multi-sector coordination mechanism,grid supervision mechanism,and"whistleblower"mechanism under the pluralistic co-governance model to ensure the effective operation of the pluralistic co-governance model for special equipment.关键词
