From"Data"to"Digital Governance":the Logical Relationship between Technology and Policy in Rural Digital Transformation

Abstract
Digital rural construction is a new trend of rural construction,and digital technology embedded in rural governance has become an important path to promote rural development.However,digital transformation still faces the challenge of rapid technological development and lagging policies,and it is necessary to promote technological innovation and policy reform in a coordinated manner.Through close observation of rural areas in eastern Z province,mainly field work,this study aims to explore the"data"and"digital governance"in rural digital transformation,and how technical logic and policy logic can effectively collaborate.Starting from the tension between technology and policy,this paper analyzes the theoretical and operational problems in rural digital transformation.Technology-led policies can not adapt in time,forming a"digital embedding imbalance",and policy lag limits the play of technology.At the operational level,the balance between management and service,between quantity and quality,and between progress and effectiveness becomes a key issue.This study further proposes to build a resilient governance mechanism for the construction of digital countryside,emphasizing the coordinated development of technology and policy,the evolution of the relationship between government and countryside,and the dual tasks of coping with digital transformation.With the rapid development of information technology,digital rural construction,as a new form of rural construction,is going through a stage of continuous iteration,which needs to be verified in practice.In order to better seize the opportunities of digital reform,it is necessary to pay attention to the interaction between technology and policy in the process of implementing digital transformation in rural areas,with special emphasis on the effective integration of technical logic and policy logic.In the process of promoting the construction of digital countryside,the resilience governance mechanism of digital countryside construction needs to fully consider the coordinated evolution of technology and policies,and the improvement of government policy response speed is crucial.关键词
