The Governance Efficiency of Whole-Process People's Democracy:Logical Mechanism and Improvement Path
摘要
Abstract
As a universal value pursuit of human political civilization,democracy includes two core narratives:"establishing good governance"and"seeking good governance".Building a governance plan with Chinese characteristics is a profound embodiment of the democratic function of whole-process people's democracy,and it is also a logical inevitability for China's political transformation from"good politics"to"good governance".However,the transformation of democratic advantages into governance effectiveness is not automatic.In the real world,the governance logic of whole-process people's democracy in China is manifested as follows.Based on the history and reality of our country,we confirm the legitimacy of governance with a complete institutional structure,the institutional advantage of"concentrating efforts to accomplish great things",and the creative institutional potential,laying the foundation for unleashing governance effectiveness.We enhance the governance enthusiasm and recognition of diverse stakeholders through outstanding performance advantages,providing guarantees for enhancing governance efficiency.We absorb people's opinions through scientific decision-making design,ensuring people's interests,participation,and evaluation,and enhancing governance cohesion.And we urge the government to fulfill its responsibilities efficiently,implement response and accountability mechanisms,deepen the sense of responsibility of the Party and the government,and shape the authority of governance.In the future,to optimize and enhance the efficiency of whole-process people's democracy,we need to seek adjustment and upgrading through top-down connectivity,balance left and right,and internal and external linkage,that is,to build a systematic governance model of"point-surface-chain-framework",with Party building as the core point and diversified collaboration as the expansion surface,further build a governance communication chain,improve the governance system framework,and ultimately connect internal and external,create a governance community,and promote the joint effect of various governance elements,continuously promoting the modernization of China's governance system and governance capacity,and contributing Chinese wisdom and solutions to global governance challenges.关键词
