基于政策文本分析方法的林业碳汇政策演进与政策工具探析
Evolution Logic and Tools of the Policies on Carbon Sequestration Based on Policy Texts Analysis

Abstract
The research on evolution logic and practicing path of carbon sequestration policies can provide references for decision-making on policy optimization,which is of great significance for the implementation of national ecological civilization strategy.Focusing on the evolution of carbon sequestration policies,this paper analyzes the texts of the 29 local policies on carbon sequestration,which have been released from 2008 to 2023 by using the text analysis method.The findings include:1)Carbon sequestration policy has experienced the three stages of policy exploration(2008-2015),policy stability(2016-2020)and policy breakthrough(2021-present);2)The policies are mainly locally promulgated,and the regions promulgating the policies are relatively scattered,leading to relatively limited policy effect;and 3)There is an unbalanced use of policy tools,with obvious differences in paths to policy implementation at various stages.It is suggested that the carbon sequestration policy should be improved from three aspects,i.e.,strengthening the vertical interaction between the central and local governments,optimizing the proportion of the application of policy tools so as to adjust the categories of policy tools over time,and improving inter-regional policy learning and exchanges.关键词
