基于"政策主体—政策工具—政策领域"三维分析框架,采用内容分析法对我国第 1 个国家体教融合政策文本进行研究,以期为未来体教融合相关政策优化提供参考.我国体教融合政策工具选择的特征与问题:能力建设、系统变革等工具频繁使用,政策资源的部际流动不均衡;象征与劝诫工具指向缺乏全面性,对大众价值观念的引导亟需加强;政府、学校层面的政策工具丰富,社会政策重视社会组织与市场力量的协同;家庭政策工具较为匮乏,"政家校社联动"治理效能未能充分激活;部门协同治理机制覆盖面有限,课余训练与竞赛、场地设施等方面的政策工具不足;体育师资培养与保障政策的工具力度不强,较少关涉教师编制、职称评定等关键领域.据此提出我国体教融合政策工具的优化策略:注重政策资源部际流动的双向性与平衡性,增强象征与劝诫工具指向的全面性;提高家庭政策工具的使用频次,完善政府主导下的"家校社协同"治理机制;加强对特定政策领域使用工具的效力,提升政策工具与政策领域间的适配性.

Based on the three-dimensional analysis framework of"policy subject-policy tool-policy field",the content analysis method is used to study the text of the first national sports and education integration policy in China,in order to provide reference for the optimization of relevant policies of sports and education integration in the future.The study found that the characteristics and problems of the choice of policy tools for the integration of sports and education in China.First,the frequent use of tools such as capacity building and system reform,and the uneven inter-ministerial flow of policy resources.Second,the symbol and exhortation tools are lack of comprehensiveness,and the guidance of public values needs to be strengthened.Third,the policy tools at the government and school levels are rich,and social policies attach importance to the coordination of social organizations and market forces.Fourth,family policy tools are relatively scarce,and the governance efficiency of"linkage between government,school and society"has not been fully activated.Fifth,the coverage of the departmental collaborative governance mechanism is limited,and the policy tools for after-school training and competitions,venues and facilities are insufficient.Sixth,the tools of physical education teacher training and security policies are not strong,and are less related to key areas such as teacher preparation and professional title evaluation.Based on this,the optimization strategy of sports and education integration policy tools in China is proposed.The first is to pay attention to the two-way and balance of inter-ministerial flow of policy resources,and enhance the comprehensiveness of symbol and exhortation tools.The second is to increase the frequency of use of family policy tools and improve the governance mechanism of"home-school-community collaboration"under the leadership of the government.The third is to strengthen the effectiveness of tools used in specific policy areas and enhance the compatibility between policy tools and policy areas.
