建筑安全规制对行业生产率影响的实证研究
Safety Regulation and Production Efficiency in Chinas Construction Industry:Based on Ownership Structure

Abstract
The construction industry in China is facing the challenge of improving production efficiency while adhering to safety regulations.In order to ensure a mutually beneficial outcome for both construction safety and benefit,it is important to maintain a reasonable balance between the two.This paper presents an analysis of the efficiency of the construction industry,taking into account the impact of safety regulations and ownership structure.The study was conducted using stochastic frontier analysis on panel data from 30 provinces and cities in China between 2006 and 2019.The results suggest that safety regulations in construction have an inverted U-shaped effect on production efficiency.Therefore,it is recommended that safety regulations be strengthened,given the current low level of safety regulation.Ownership structure is found to have no significant influence on construction efficiency.Safety regulation is found to have an asymmetric influence on enterprises,mainly reflecting a"crowding out effect"on state-owned enterprises and a"compensation effect"on non-state-owned enterprises.State-owned enterprises demonstrate a stronger awareness of safety.关键词
