Research on Evaluation of Implementation Effect of Local Standards for Social Management
本文依据层次分析法构建了社会管理类地方标准实施效果的评价模型,评价模型包括技术水平、实施过程和实施效益3类共17项评价指标.选取了已经发布的市级地方标准进行模型的应用,评判该标准的实施效果,分析存在的问题及产生原因,为地方标准的精细化管理提供了借鉴和参考.
This article constructs an evaluation model for the implementation effect of local standards for social management based on the analytic hierarchy process.The evaluation model includes three secondary indicators:technical level,implementation process,and implementation benefits,as well as 17 tertiary indicators.It selects the already published local standards for model application,evaluates the implementation effect of the standards,analyzes the existing problems and their causes.This study provides reference and inspiration for the refined management of local standards.
