村级组织负责人"一肩挑"后权力监督体系的实践与探索
摘要
Abstract
After"one shouldering multi-tasks",the grass-roots rural power supervision system has not been reconstructed with the high concentration of power,but continues to use the"outdated"supervision pattern set up by the secretaries and directors of"two committees"of the village.The current supervision system at the grass-roots level is inefficient due to the lack of internal effective supervision,as well as the constraints of"acquaintance society","hitchhiking",village factions and"support-protection",as well as the lack of external supervision.In this regard,we should build a pluralistic communist supervision pattern focusing on superior supervision,special supervision,internal supervision and social supervision,based on a smooth advance and retreat mechanism,effective village-level supervision,clear boundaries of responsibility and power,rapid accountability response and solid superior supervision,so as to create a more energetic rural political ecology and provide reliable political guarantee for the modernization of grass-roots governance.关键词
