New quality productive forces are advanced productive forces that conform to the new development concept.Due to the fundamental and strategic characteristics of water conservancy,the new quality productive forces of water conservancy has profound connotations.This study starts from the theory of productive and believes that the new quality productive of water conservancy has three dimensions——water industry,water department,and water factor.On each dimension,the new quality productive forces of water quality has different strategic positioning.In the new stage of development,the new quality productive forces of water conservancy has the value of promoting its own strength,supporting high-quality development,and building new production relations.Through analyzing the development path of new quality productive forces of water conservancy,put forward that we must significantly enhance the innovation capacity of water conservancy,and form the direct driving force of new quality productive forces of water conservancy;strengthen the construction of the water conservancy talent team and form the driving new quality productive forces of water conservancy;promote the construction of water conservancy technology industry and form the development carrier of new quality productive forces in water conservancy;strengthen the rigid constraints of water elements and the key foundation of new quality productive forces of water conservancy.
