Abstract
In order to quantify the risk of refining and chemical plant after safety measures fail and improve the risk prevention and control ability of refining and chemical plant,a method for quantifying the effec-tiveness of safety control measures for refining and chemical plant was proposed,which used protective layer analysis method(LOPA)and risk level quanti-fication method to determine the initial risk level of risk scenarios.The effectiveness of existing safety measures was quantified and the final risk level was determined by establishing the impact factor model of screening task and adopting the on-site screening method.Through the application in a refinery unit,the results showed that this method can accurately quantify the plant risk after the failure of safety con-trol measures,and can help enterprises effectively control the plant risk dynamics.关键词
