Internal Mechanism and Policy Path of Carbon Neutrality Driving China's High-quality Economic Development
摘要
Abstract
The realization of carbon neutrality is a major strategic decision made by China to actively respond to climate change,break the constraints of resources and the environment,and show the responsibility of a great country.High-quality economic development is the key way to adapt to the new development stage,the internal and external environment change,and realize Chinese-style modernization.Exploring the internal logic and mechanism of carbon neutrality and high-quality development will help accelerate the comprehensive green and low-carbon transformation of the economy and socie-ty,and steadily move toward the Chinese-style modernization of harmonious coexistence between man and nature.First,this study systematically analyzes the connotation and characteristics of high-quality development from five dimensions:growth,employment,green,cost,and risk.Second,based on these five dimensions,the internal mechanism of carbon neutrality driving high-quality economic development in China is explained.Finally,the policy path to-wards carbon neutrality and high-quality development is proposed.They are:accelerating energy transition and promoting low-carbon economic and social development with renewable energy;stimulating green demand and drive zero-carbon production with green consumption;expanding regional cooperation to promote mutual benefit and win-win results through resource complementarity and multi-capability complementarity;innovating the development paradigm and leading the comprehensive green transformation of the economy and society with the construction of ecological civilization.关键词
