Path to Enhance Local Governments'Digital Governance Capability
本文基于调适拓展后的技术-组织-环境(TOE)框架,构建理解政府数字治理能力的整合性分析框架,并运用定性比较分析方法对省级政府数字治理能力进行组态分析.研究发现:(1)单个影响因素难以提升地方政府数字治理能力,但政府数字服务水平作为核心条件发挥较为普适的作用;(2)存在驱动较高政府数字治理能力的 3 种驱动模式,分别是协同共生融合型、组织-环境平衡型、多元叠加主导型;(3)在特定条件下,政府数据治理能力和公众服务需求可以通过等效替代以"殊途同归"…查看全部>>
