Construction of An Evaluation Index System of Cleaner Production Level in Shanghai Industrial Parks under the Background of Carbon Peaking and Carbon Neutrality

Abstract
This study was based on the model and mechanism of collaborative governance of carbon emissions and pollutant emissions under the vision of carbon neutrality.Using Delphi method,AHP method and fuzzy comprehensive evaluation method,starting from multiple dimensions of enterpri-ses,inter-enterprises,and parks,covering the entire lifecycle management from product design to waste,a cleaner production level evaluation index system combining classification and grading,qualitative and quantitative was constructed.It included 6 first-level indicators and 21 second-level indicators,6 qualitative indicators and 15 quantitative indicators.At the same time,we took two Shanghai industrial parks at different levels as examples to evaluate the current level of cleaner pro-duction in the parks.The evaluation results showed that one park was at advanced level and the oth-er park did not reach the general level,which were in line with the actual situation of the parks.It verified that this evaluation index system had universal adaptability and operability.It can be expec-ted to provide technical support for conducting cleaner production audits in Shanghai industrial parks,and offer decision reference and methodological reference for the evaluation of cleaner pro-duction level in domestic and foreign parks.关键词
