The Practice and Thinking of Implementing the System of Township Science and Technology Commissioner to Fill a Vacancy of Grassroots Science and Technology Management in Hebei Province

Abstract
[Research purpose]Science and technology commissioners have played an important role in promoting advanced technology,implementing science and technology policies,and guiding innovation and entrepreneurship.In the process of implementing the system of science and technology commissioners,some regions actively innovate the ways of science and technology services,and explore and form different modes of operation of the system of science and technology commissioners in practice.[Research method]The township science and technology commissioners in Hebei Province is one of the typical models of innovative grassroots science and technology services,which is carried out to solve the problem of weak science and technology management at the grassroots level.Its development can be divided into three stages:grassroots initiation,extension and overall promotion.The main practices of township science and technology commissioners are summarized from the aspects of strengthening top-level design and building a good science and technology service ecosystem at the grassroots level,insisting on grassroots selection and building a solid foundation to serve the grassroots science and technology management,accurately serving grassroots and provide a wide range of grassroots scientific and technological services.The main characteristics and implementation effect of township science and technology commissioners are summarized as"accurate finding,can be retained,come in handy,capable of carrying and doing well".[Research conclusion]The problems existing in the implementation of the township science and technology special commissioners system in Hebei Province,are summarized,mainly including the service of township science and technology commissioners in some regions is not deep enough,some township governments(sub-district offices)do not pay enough attention to township science and technology commissioners,and the existing platform and mechanism of township science and technology commissioners are not fully explored and utilized.Finally,countermeasures and suggestions are proposed to further leverage the advantages of township science and technology commissioners and supplement grassroots science and technology management from the aspects of stimulating internal forces,leveraging external forces,consolidating joint forces,enhancing vitality,and releasing driving force.关键词
