意大利科研评估体系、实践经验及对中国的启示
Italian Scientific Research Evaluation System,Practical Experience and Their Enlightenment to China

Abstract
Italy has established a complete scientific research evaluation system.In recent years,it has conducted fruitful evaluations of universities and scientific research institutions across the country,accumulating rich experience in system construction,operating mechanisms,organizational models,and the use of evaluation results.The main experience includes:establishing a scientific research evaluation system with standardized procedures and rigorous organization,and a comprehensive evaluation system that combines quantitative and qualitative aspects;linking the evaluation results with the allocation of public scientific research funds to mobilize the enthusiasm of all parties;inviting foreign peer review experts to participate in the evaluation to ensure international standards;and constantly improving the expert database system and optimizing the mechanism for selecting and inviting experts.The relevant experience has reference value for the current reform of science and technology evaluation in China.关键词
