U.S.Technology Decoupling from China:Biden Administration's Policy Adjustment,Constraints and China's Response
摘要
Abstract
The Biden Administration's technology decoupling policy towards China is a continuation and adjustment of the Trump administration's comprehensive decoupling policy towards China.The Biden Administration regards technology as the core of maintaining the U.S.hegemony,increases investment in technology,strengthens technology restrictions on China,attracts allies to form technology alliances,and promotes the sinister"de-Sinicization"of the industrial chain.The Biden Administration's technology decoupling policy from China has had a certain negative impact on China-U.S.trade and technological exchanges,leading to an increase in global supply chain instability.In this regard,China should adhere to bottom line thinking,strengthen supply chain resilience,promote opening up to the outside world,adhere to multilateralism,manage differences,and explore space for cooperation between China and the U.S.关键词
