基于PMC指数模型的可再生能源技术创新政策量化评价研究
Research on Evaluation of Renewable Energy Technology Innovation Strategy Based on PMC Index Model

Abstract
Renewable energy technology innovation is an important way to achieve energy transition in China.Chinese government has issued a series of policies to guide and support the renewable energy development,and their implementation will further affect the de-velopment,utilization and technological innovation of renewable energy.Based on this,the systematic review and evaluation of renew-able energy technology innovation policies is of great significance to improve the existing policy system.Taking 190 pieces of renewable energy technology innovation policies issued between 2005 and 2021 as samples,this paper uses text mining and content analysis meth-ods to analyze the current situation and semantic network of policies from the perspectives of policy issuing agency and policy topic words.We identify the core issuing departments and policy topic words;and further construct the PMC index model for quantitative e-valuation of policy texts.According to PMC index,the overall merits and demerits of the policies were analyzed.We used the PMC value of the model's secondary index to reflect the performance of the policies issued by the core departments and the policies related to the core subject words in various dimensions.We find the renewable energy technology innovation policies focus the coordination among multi-departments,and the policy promulgation time of the issuing department is uneven.Policies related to different topics present di-verse focuses in terms of policy types,fields,functions and supporting measures,which remains to be improved.Finally,this study puts forward suggestions from the aspects of promoting policy joint release,strengthening policy coherence and timeliness,improving policy areas and functional comprehensiveness,and enriching incentive measures for renewable energy technology innovation.关键词
