美加油气管道安全监管法律制度考察及对中国的启示
Investigation on the Legal System of Oil and Gas Pipeline Safety Supervision in the United States and Canada and Its Implications for China
摘要
Abstract
Safety supervision is of vital importance in promoting high-quality energy development and guaranteeing energy security.A-long with the increasing storage and transportation volume of oil and gas in China,the scale of the oil and gas pipeline industry is ever expanding and subsequently the oil and gas pipeline safety supervision has become prominent.Currently there exists the necessity of perfecting China's legal system of oil and gas pipeline safety supervision.As the United States and Canada have developed relatively mature systems,which may shed light to our system.This paper,based on the investigation and analysis of the legal system in the two countries,puts forward suggestions in combination with China's actual situation.The suggestions are listed as follows:renaming The Oil and Gas Pipeline Protection Law and adding a chapter on pipeline safety supervision,establishing a specialized department and clarifying its responsibilities,promoting integrity management into the Law,enhancing integrity management levels,standardizing the emergency plan system and optimizing the informatized system.All the above-mentioned measures are intended for bettering the oil and gas pipeline safety supervision system in line with China's conditions.关键词
