Study on the Refinement Construction of Rural Residential Environment Regulation System:Based on the Investigation of"Three Clearances and One Change"Measures in Shuanghe Town of Jinzhai County

Abstract
The improvement of rural residential environment is an important basis for rural revitalization.The charac-teristics of the concept of refinement governance determine that it can be applied to solve the shortcomings of the current rural residential environment regulation system,and the combination of refinement governance and rural resi-dential environment regulation system is an inevitable trend of current rural governance.The successful case of Shuanghe Town of Jinzhai County implementing the measures of "three clearances and one change"in the refine-ment construction of the rural human settlement environment regulation system provides the following experiences:Strengthening farmers'subjective responsibility and taking the governance model centered on farmers;Under the leadership of rural grassroots party organizations,multi-subject collaborative participation governance model;Innova-ting the way of publicity and establishing the idea of ideological governance of environmental protection conscious-ness;A governance mechanism combining dynamic evaluation and open supervision;"Village collection,town trans-fer,county treatment"system management process.It is to play the role of farmers'subjectivity,to achieve a re-fined,scientific and systematic system of rural residential environment remediation,and to help rural revitalization.关键词
