九寨沟7.0级地震受灾区灾后经济韧性测度及恢复效率研究
Post-disaster Economic Resilience Measurement and Recovery Efficiency in Jiuzhaigou Ms 7.0 Earthquake Affected Areas

Abstract
Earthquake response and post-disaster recovery and reconstruction is the focus of government e-mergency management.In order to study the post-disaster regional economic resilience and recovery efficiency,the post-disaster economic resilience index and economic recovery efficiency of five affected counties in Sichuan Province and four surrounding counties in the 2017 Jiuzhaigou M7.0 earthquake are analyzed based on the gray pre-diction model,resilience measurement model,super-efficient SBM model and DEA-Malmquist index mod-el.The results show that:the economic resilience of the earthquake-affected areas in Jiuzhaigou is high and had recovered to the pre-earthquake level in the second year after the earthquake;the economic recovery of the affect-ed areas mainly involved the tertiary industry,and the development of its service industry is the key to economic recovery;the economic recovery efficiency of the counties began to rise in the second year after the earthquake and gradually surpassed the pre-earthquake level,in which the adjustment and upgrading of the industrial structure in the Jiuzhaigou-related areas played a major role;technological progress was the top priority for total factor pro-ductivity improvement in the affected areas.关键词
