基于AHP方法的地震监测中心站地震应急能力评价指标体系分析研究
Analysis and Research on the Evaluation Index System of Earthquake Emergency Response Capacity of Earthquake Monitoring Center Station Based on AHP Method

Abstract
With the deepening reform of earthquake monitoring central stations,earthquake emergency re-sponse has become one of the important tasks of central stations.Facing the complex earthquake situation,how to improve the emergency capacity of the central station has become an urgent problem.Based on the responsibilities and functions of the central station、the core elements of each stage of emergency response are extracted,the Ana-lytic Hierarchy Process(AHP)is used to determine the index weights through investigation and statistics,and a quantifiable evaluation index system of earthquake emergency response capability of the central station is construc-ted,which is composed of organizational governance capability,resource support capability,action execution ca-pability and technical support capability.By using the above index system,it is found that the central station has obvious deficiencies in emergency training and exercises,practical experience and professional equipment.and earthquake emergency events in the past three years are discussed.The establishment of the index system provides a scientific basis for the evaluation of emergency capacity building of central station.关键词
