数字赋能多元主体的应急管理效能评价模型研究
Research on Emergency Management Efficiency Evaluation Model of Digital Empowerment Multi-subject

Abstract
By taking the multi-subject system of emergency management participated by social workers as the research object,the study is conducted focused on"how to measure and evaluate the dynamic synergy of the emer-gency management system involved by social workers with key indicators"in the"before-during-post"stage and"how to reflect the effectiveness of digitally-enabled emergency management through the synergy of measurement systems".Using the free radical polymerization theory,an emergency management efficiency evaluation model with multi-subject participation is constructed according to its phased characteristics of"before-during-post",and the model was calculated by using the"entropy"of the index construction system as the measure to explore the effi-ciency impact of digital empowerment on the emergency management system,and on this basis,the corresponding system indicators in different counties and districts of Y City in S Province are investigated as samples for empirical research.The results show that according to the model operation evaluation,digital empowerment can increase the orderliness and organizational coordination of multiple subjects with the participation of social workers in the whole process of emergency management,but the coordination between the previous and subsequent stages does not in-crease.Based on the theory combined with the safety barrier model,the mechanism of the research conclusions is explained and analyzed in combination with the construction model in this paper,and relevant countermeasures are proposed.关键词
