Smart Emergency Enabling Urban Disaster Mitigation:Local Constructs,Realistic Dilemmas and Enhancement Paths

Abstract
Smart emergency is both a forward-looking concept for the modernization and transformation of ur-ban disaster reduction governance、and a theoretical frontier that needs to be continuously explored in smart cities at risk society.From the perspective of urban disaster reduction,the technical connotation,governance connotation and value connotation of smart emergency are systemati cally explained,and the local construction for smart emer-gency to empower urban disaster reduction is realized.Through the panoramic observation of the integration and sha-ring problems existing in the process that smart emergency empowers urban disaster reduction,such as the integra-tion and sharing of multi-source and heterogeneous data,the articulation problem between technology driving and system change,the evil of"digital leviathan"caused by technology and power abuse.We try to explore the en-hancement path from the dimensions of establishing a data standard specification system,constructing a multivari-ate synergistic governance mechanism,and coordinating the interests of value subjects,with a view to providing a theoretical basis and policy guidelines for the application and practice of intelligent emergency in urban disaster mit-igation.关键词
