地月空间全球治理规则框架构成要素研究
Research on Constituent Elements of Framework of Global Governance Rules for Cislunar Space
摘要
Abstract
The framework of global governance rules for cislunar space is the top-level guidance for establishing the global governance rule system for cislunar space.It is also the"first move"and of critical importance for gaining dominant power in the formulation of global governance rules for cislunar space.The study of its constituent elements is of great significance.A review is conducted on the current rule-making status of global governance of cislunar space in three differ-ent types of platforms,which are intergovernmental international organizations,major interna-tional cooperation programs as well as inter-agency and non-governmental cooperation mecha-nisms.Six relevant frameworks and their constituent elements,such as the Moon Agreement and the Artemis Accords,are also studied,and a global governance framework of rules for cislunar space,covering 4 basic principles as well as specific aspects that can aggregate in 9 categories,is proposed along with suggestions on future work.关键词
