Abstract
The system of"Qing"(request for instructions)and"Bao"(approval reply)in the administrative reports of the Qin and Han dynasties was an important political and legal arrangement aimed at maintaining the centralized system of monarchy and authoritarian rule.During the Qin and Han dynasties,clear provisions were laid out regarding the methods and principles governing the types,procedures,request and reply,and processing and utilization of administrative reports in accordance with the law.Meanwhile,corresponding institutional mechanisms for submitting and approving administrative reports were set up to provide a legal guarantee for the implementation of the system of"Qing"(request for instructions)and"Bao"(approval reply).In addition,administrative supervision and inspection were also strengthened,which served to restrict the abuse of administrative power and improve the quality and efficiency of administrative management.关键词
