摘要
Abstract
China has been implementing strict water conservation measures,adhering to and implementing the policy of prioritizing water conservation,and adopting both water source development and water conservation measures to ensure the security of water supply.In order to fully leverage the guiding and restraining role of planning,the nation has established a water conservation planning system and issued multiple phases of plans for building a water-saving society,which have played a proactive role in promoting water conservation across society,shaping a water-saving production and lifestyle,and comprehensively constructing a water-saving society.Combining with the new requirements of the regulations on water conservation,this paper analyzes the positioning and function of water conservation planning based on a review of China's water conservation planning practices and proposes key issues and focal points for water conservation planning preparation,aiming to provide guidance for the top-level design of water conservation planning in the new era.关键词

《条例》进一步完善了节水"三同时"制度,提出新建、改建、扩建建设项目的配套节水设施应当与主体工程同时设计、同时施工、同时投入使用.按照上述规定,节水规划编制时应结合现状节水设施薄弱环节及规划目标,明确农业节水、工业节水、城镇节水、非常规水源利用、用水计量监测等方面的措施及其建设重点、总体安排,明确节水设施建设投资规模与资金来源,将节水设施投资纳入建设项目总投资. （）
