建立健全地方节水制度政策的措施与建议
Measures and suggestions for establishing and enhancing local water conservation system and policy
摘要
Abstract
The regulations on water conservation,implemented on May 1st,2024,is China's first national-level legislation specifically addressing water conservation.As a systematic,comprehensive regulation in the field of water conservation,the regulations serve as a robust legal framework to promote water conservation,safeguard national water security,advance ecological civilization,and facilitate high-quality development.The enactment of the regulations signifies a new phase in China's water conservation efforts and provides a legal basis for local governments to formulate distinctive water conservation systems and policies tailored to local conditions.This study systematically reviews the formulation and implementation of local water conservation policies,employing a two-dimensional analysis framework of"policy type-policy theme"to quantitatively analyze them.It identifies existing problems and challenges and proposes further measures and suggestions for establishing and enhancing local water conservation systems and policies.These efforts aim to support the efficient use of water resources and stringent management,thereby continually advancing the conservation and intensive utilization of water resources.关键词
