Abstract
In the new era,the development of water affairs is faced with new challenges and higher require-ments.It holds immense significance to enhance Beijing's water governance framework and elevate its ca-pacity for high-quality water development.This article comprehensively reviewed the reform trajectory of Beijing's water management system,with a particular focus on the water business platform,the current state of water governance frameworks,and the cultivation of water governance capabilities.Delving into the exist-ing issues within Beijing's water governance framework and capabilities in this new era,the article proposed a strategy to optimize,integrate,and improve the current governance framework.It advocates for the con-struction of eight modern water governance frameworks and delineates five major capacity-building and strengthening directions.These proposals will hold profound significance in offering reference points and de-cision-making support for the advancement of water affairs.关键词
