Integrated co-governance:the model practice of resource-based community governance led by party building——community D in Shanxi Province was taken as a sample

Abstract
Grassroots governance is the cornerstone of national governance.Urban communities in resource-based areas have formed distinct governance characteristics based on problems such as lack of autonomy,fragmentation of governance patterns,field interaction of complex responsibility subjects,and differentiation of various special groups and interests.From the perspec-tive of the tripartite theory of"state,political party and society",this paper focuses on the practical experience of grassroots party organizations leading the transformation and development of grassroots community governance.It explores the deep logical con-notations of grassroots party organizations leading grassroots governance and attempts to answer how the logic of party building and governance can truly integrate and form a unified entity in the practice of grassroots society.D Community in Shanxi Province constructs a party-led grassroots community governance by relying on the triple convergence logic of organizational integration,chained embedding,and bidirectional political mobilization,providing organizational and motivational resources for party-led com-munity governance,and establishing a resource-based community governance model under party integration.It can effectively crack the governance dilemma of resource-based communities,build a community governance pattern of"co-construction and co-governance and sharing",and realize the modernization of grassroots community governance system and governance capacity in resource-based areas in our country.关键词
