A Text Evaluation of China's Home Care Service Policy Texts Based on a Structural Functionalism Perspective
摘要
Abstract
[Purpose/Significance]The home care service is one of the most encouraged old-age services in China,and evaluating the relevant public policies can promote the development of this service.[Method/Process]Based on the perspective of structural functionalism,this paper uses a mixed model combining advantages of quali-tative and quantitative approaches to evaluate six policy texts,and quantitatively analyzed how the relationships be-tween supply subjects and policy tools impact on PMC score.[Result/Conclusion]Two results are revealed(1)the policies effectively cover the service elements,issues,and methods under the leadership of government departments.However,the legal hierarchies of policies are relatively low in general,and the target population,supply subjects and funding sources vary widely.(2)The emphasis on government dominance results in a lack of direction and incentives for market subjects,which necessitates further exploration of policy tools and supply subjects.Statistics show that the addition of either policy tools or enterprise(as supply subjects)will have a great impact on the policy's effectiveness.The above indicates that governments should not only pay attention to the integrity of the policy system,but also em-phasize the intermediary significance of policy tools and the participation of market entities in governance.关键词
