Legal Protection System of Qinchuangyuan for Promoting the Transformation of Scientific and Technological Achievements in Universities
摘要
Abstract
The transformation of scientific and technological achievements is an important link in imple-menting the national innovation driven development strategy and the key to improving the effectiveness of the national innovation system.The effective transformation of scientific and technological innovation achievements in universities requires a strong transformation platform and a sound legal protection sys-tem.As the general source and platform of innovation driven development in Shaanxi Province,Qin-Chuang Yuan is a key move to break the"blockage"between scientific and technological advantages and economic development,and an innovative practice to improve the efficiency of scientific and tech-nological achievements transformation in colleges and universities.Based on methods of social statisti-cal analysis and systems analysis,under the background of the construction of QinChuangYuan innova-tion-driven development platform,the intrinsic mechanism and value of QinChuangYuan in promoting the transformation of scientific and technological achievements in universities are explained,field re-search on the development status and rule of legal protection needs of the current transformation of sci-entific and technological achievements of universities in Shaanxi is conducted,the existing deficiencies of the rule of legal protection system for the transformation of scientific and technological achievements in universities are summarized and analyzed.It is further suggested that from the legislative,administra-tive,judicial,arbitration and conciliation levels,as well as at the level of self-regulation and self-gov-ernance of the industry,a legal protection system for the transformation of scientific and technological a-chievements with"scientific legislation,complete policies,strong administrative enforcement,comprehen-sive and efficient judicial system,standardized industrial control,and orderly social autonomy"should be built up,so as to promote the effective transformation of scientific and technological achievements in uni-versities and the high-quality development of regional science and technology,economy and society.关键词
