黄河流域能源产业低碳发展法律保障机制研究
Study on the Legal Guarantee Mechanism for the Low-Carbon Development of the Energy Industry in the Yellow River Basin
摘要
Abstract
The low-carbon development of the energy industry is an important part of the high-quality de-velopment of the Yellow River Basin,and also an important path to implement the national"dual-carbon"tar-get.At present,the low-carbon development of the energy industry in the Yellow River Basin is faced with problems such as the absence of the basic energy law,incomplete single law system,insufficient connection between the current energy law and the Yellow River Protection Law,the lack of legul protection of the innova-tion of low-carbon technology and the market drive of the energy industry.Suggestions are put forward to ac-celerate the legislative process of the Energy Law,promote the functional coordination of energy-related legis-lation and the Yellow River Protection Law,improve the low-carbon technology guarantee mechanism of the en-ergy industry,and confirm the priority development status of renewable energy in the river basin.At the same time,a multi-coordinated legal guarantee mechanism for the low-carbon transformation of the energy industry and the multi-energy complementary inter-provincial cooperation,play the multi-dimensional coordination of policies,and promote the low-carbon development of the energy industry and ecological environment protec-tion in the river basin.To undertake the responsibility of"double-carbon"target in the basin and realize the low-carbon development vision of the energy industry in the Yellow River basin.关键词
