Study on the Legal Guarantee Mechanism for the Low-Carbon Development of the Energy Industry in the Yellow River Basin
能源产业低碳发展是黄河流域高质量发展的重要内容,也是实现全国"双碳"目标的重要路径.当前,黄河流域能源产业低碳发展面临能源基本法缺位、单行法体系不完整、现行能源法律与《黄河保护法》衔接不足、低碳技术创新及能源产业市场驱动缺乏法律保障等问题.提出加快《能源法》立法进程、促进能源立法与《黄河保护法》目标协同、完善能源产业低碳技术保障机制、法律确认流域可再生能源优先发展地位等建议.同时,应建立黄河流域能源产业低碳转型协商及多能互补式省际协作法律保障机制…查看全部>>
