气候变化视角下生物多样性保护法律问题研究
Study on Legal Issues of Biodiversity Conservation from the Perspective of Climate Change
摘要
Abstract
How to cope with the adverse effects of climate change on China's biodiversity is a problem that must be faced in the construction of the rule of law on biodiversity protection.At present,China's laws and regulations related to biodiversity conservation lack targeted provisions to address climate change.There are deficiencies in the guiding ideology,legislative purpose,management system,operational mechanism and institutional structure of the relevant laws.In this regard,it is recommended to strengthen the top-level design of biodiversity conservation,improve the reasonable operational mechanism for biodiversity conservation,en-courage the concerted participation of multiple actors in governance,establish a biodiversity survey system that can provide a basic scientific basis for biodiversity conservation,and establish a legal system for nature re-serves that takes into account climate change,in order to provide a feasible path for biodiversity conservation so as to provide a feasible path for biodiversity conservation.关键词
