Dose Industrial Intelligent Technology Promote Human Capital Accumulation in China?

Abstract
Promoting human capital accumulation is an inevitable requirement to cope with aging trend of population properly and facilitate high-quality economic development.The development of industrial intelligence constantly releases new demand signals in labor market,which directly affects the human capital investment selection and human capital accumulation of different macroeconomic entities.From the perspective of investment of different macroeconomic entities,this paper theoretically reveals the internal mechanism of the effect of industrial intelligent application on human capital accumulation,and empirically tests it using China's provincial panel data from 2006 to 2019.The studies show that industrial intelligent technology promotes individual and government education human capital investment to accelerate human capital accumulation in China through the signal effect and value effect.At the enterprise level,the current level of industrial intelligence in China is still not high.Although industrial intelligence has brought en-terprises greater benefit,compared to the investment into the basic human capital education,they are more willing to invest in their fixed capital accumulation,technology introduction and technology research and development fields.This hinders the emergence of the mechanism of industrial intelli-gence promoting human capital accumulation.In addition,in terms of economic development level,the phenomenon of"increasing marginal utility"exists in the role of industrial intelligence in promoting human capital.The tremendous market scale in the eastern region has a"siphon effect"on human cap-ital in the central region,which causes the insignificant role of industrial intelligence in promoting human capital accumulation in the central region.Fur-thermore,under the influence of monopoly markup,rational economic individuals will tilt resources to R&D.It causes the R&D input has a certain"crowding out effect"on the role of industrial intelligence in promoting human capital accumulation,and it is much more significant in rural areas.关键词
